The concept of this race is to celebrate the struggle of technology that existed in the 1800's. Sailing power was relatively mature, but was at the whim of mother nature. In the 1800's steam powered vessels were new, sometimes unreliable, sometimes unsafe because sciences such as the metallurgy of steel had not yet been perfected.
